(Coakley and Gallagher; 1996: 104) The Government Press Secretary is not only the spokesman for the Government. In addition one of the principal roles of the Government Press Secretary is in his position as the de facto spokesperson for the Taoiseach. In this position he has unparalleled access to the Taoiseach. The Taoiseach is considered to be one of the strongest of all heads of government. Anthony King places the Taoiseach alongside the British, German, Greek, Portuguese and Spanish Prime Ministers in the categories of heads of government who have the highest degree of influence with in their own systems of government (King, 1994, p152) Within his own political system the Irish Prime Minister is potentially more powerful than any other European Prime Minister with the exception of his British counterpart. (OLeary, 1991, p159) The power of the Taoiseach is shaped by party political factors and these go a long way towards accounting for the strength of an individual Taoiseach. The constitution officially designates the Taoiseach as head of government (Article 13.1.1 and Article 28.5.1). In this capacity the Taoiseach meets and negotiates with heads of state and heads of government throughout the world, attends meetings of the European Council on behalf of the state, pays particular attention to the situation in Northern Ireland and is the governments main spokesperson at home. In all, the Taoiseach is the person upon whom the responsibility for leadership is most incumbent. The Constitution also provides the Taoiseach with a considerable power of ap pointment. Article 13.1.2 gives the Taoiseach right to appoint other members of the government subject to Daacute;il approval. Although the appointment of ministers of state is vested by law in the government, in practice the Taoiseach plays no less significant role here. Article 30.2 provides the Taoiseach with the right to appoint the Attorney General who has a seat at the cabinet table. All these powers do have a limit however and it should be noted that the Taoiseach is limited to 15 cabinet ministers, choice of minister is limited to members of the Oireachtas and only two may be members of the Seanad (Article 28.7.2). A Taoiseach may at any time for reasons which to him seem sufficient, request a member of the Government to resign (Article 28.9.4). The Taoiseach has the opportunity to determine the composition of the cabinet not just at the beginning but any stage throughout the duration of the administration. As well as having the power to select the government, the Taoisea ch nominates 11 members of Seanad Eacute;ireann this is to ensure the government of the day has a majority in the upper house. Article 13.2.1 provides the Taoiseach with the power to dissolve the Daacute;il and call a general election. Use of this power depends primarily on the likelihood that the government will win the ensuing election, but it was successfully used by DeValera in the 1930s to maintain and reinforce his position in office. In addition to the power of appointment the Taoiseach has the capacity to shape the day to day process of policy making. The Taoiseach determines the order in which items on the cabinet agenda are taken, the time given to consideration of each item, who is to speak, and when a decision should be reached- or postponedâ⬠¦. In practice ministers do not challenge the Taoiseachs control of the agenda. (Farrell, 1993, p.176) In this context, Farrell quotes an anonymous cabinet minister as saying: Really you cant get an item discussed fo r five seconds at a cabinet meeting if the Taoiseach isnt with you. (Farrell, B., 1994, p.80) The Taoiseach is in a similar position with regard to the legislative aspect of the policy making process. Article 25 of the Daacute;ils Standing Orders allows the Taoiseach to determine the order in which government business will be taken each day. In this sense, the Taoiseach controls not just the cabinets business but the Daacute;ils agenda as well. Since the office of the chief whip is formally part of the Department of the Taoiseach the head of the government has a strong, direct relationship with the parliamentary party. The Daacute;il is one of the least influential legislatures in Western Europe (Norton, 1990) and the Taoiseach is the main beneficiary of this situation. The Taoiseachs position is further bolstered by the administrative support the office commands. The Dept of the Taoiseach comprises 300 people in a number of different sections or divisions. Their role is to co ordinate government policy and contribute to its formulation. The Dept includes the Taoiseachs private office, the office of the chief whip, the government secretariat and the Government Information Service. Collectively, these institutions carry out many of the essential tasks of government on the Taoiseachs behalf. The Government Information Service is a close interlocutor of the Taoiseach. The GIS is headed by the Government Press Secretary and this person is a political appointee chosen for his or her loyalty and knowledge of the media. There is no doubt that the Government Press Secretary is privy to the most sensitive of all government discussions. There is also no doubt that the presence of an experienced and skilled individual at this post can be of enormous public and political benefit to the Taoiseach personally. (Coakley and Gallagher; 1996: 237) The Taoiseach may also draw upon electoral and party political. Party politics is the main reason why the power of the Taoiseach varies. However, when the party situation allows, the Taoiseach can draw upon three electoral and party based resources. Firstly, the electoral process, General elections generally take the form of gladiatorial contests between two designated party leaders (Chubb, 1992, p 185). Secondly, the Taoiseach can benefit from the fact that the formation of the government is approved by a vote in the Daacute;il. As Coakley notes, this forces, parliament to define at the outset its attitude to any new prime minister and compels would be dissidents within his party to choose between open rebellion and conformity (Coakley, 1984, pp. 413-4). The Secretariat is a small number of senior civil servants, serving as cabinet secretaries. These personal advisors to An Taoiseach also operate within the system, and this group caters for the Taoiseach both as Head of Government and as a Minister. The Secretariat serves the Government in an almost corporate capacity. They are responsible for the recording decisions, circulating memoranda, preparing the agenda of cabinet meetings and in general, assisting the Taoiseach in his fulfilment of his duties. Apart from the Secretariat the GIS and Government Press Secretary operate in the Department of the Taoiseach. In discussing this arrangement Brian Farrell surmises that invariably the Government Press Secretary is a political appointee close to the Taoiseach. (Coakley and Gallagher; 1996: 172) In analysing the realm that the Government Press Secretary operates within, it is also important to assess the role and importance of special advisors, a category that the Government Press Secretary undoubtedly falls into. In his discussion on Policy Making, OHalpin highlights that while all governments have sought out the advice from the civil service they have also sought advice from outside the civil service. Oftentimes this advice can come from informal dialogue with friends or colleagues. The position of the Government Press S ecretary is difficult to pigeon hole. I will go into this in greater detail later on however it is important to raise awareness of how the Government Press Secretary is perceived by others. Some see him as a civil servant others see him as being an outsider drafted into the civil service to impart specialist knowledge. Regardless of how he is perceived he invariably becomes part of an elite group that serves the needs of An Taoiseach and the Government and thus by proxy of the fact that our parliamentary democracy has granted these people power, the Government Press Secretary is intended to serve the Irish people.

I want my kids to have more than I did growing up. Growing up my dad worked offshore until he got hurt and had to have back surgery. After that, my mom worked; I would go to school, come home to cook, and clean. It was hard, but I did it. I would wear hand me down clothes from my cousins, and they would go to school and tell the other kids. My kids deserve more than what child support can provide for them. It is hard waiting and wondering if it is coming in on time. If not then; bills get paid late, kids cannot do what they want, and I become the bad guy. While trying to better myself, I have started subbing so at least we have some money coming in. I found out while subbing that I love teaching and love the kids. I can honestly say that without state help I donââ¬â¢t know where I would be. I get food stamps which puts food on our table and in our stomachs. We are all three on the Medicaid program. This pays for doctorââ¬â¢s visits, the kidââ¬â¢s medicine, and pays most of my medicine. I have a co-pay to pay which is not much, thank God. If we didnââ¬â¢t have these programs I donââ¬â¢t know how I would make it. The kids also get free lunch from school. I am grateful for that because I do not know how I would get the money for both girls to eat at school. Although I am grateful for all the help I would also like to be able to do it by myself. Going back to school means I can better myself and in doing that, I can provide a better life for my family. Itââ¬â¢s hard telling them no because we canââ¬â¢t afford it; or we canââ¬â¢t do anything without money. My mom lives with us and right now and she helps me. I want to be able to take care of her like I promised my dad I would. My mom never asks for anything and always puts my kids before herself. She lives on a fixed income and most of that pays the bills and gets the kids what they need. I want to take care of my mom because I promised my dad before he died that I would take care of her. I am also the only one who wants to take her in. My brother could care less where as I care. I want my mom to be able to spend her money on her and not my kids unless she wants too. Teaching is a perfect job for me as a single mom. I am off when the kids are out of school. We have the same holidays and summer time off. I am home in the evening when they are. My goal is to graduate so my daughters Breanna and Krystal can be proud of me. I can also get off all state help, which I would be happy about. I also would not be dependent on the child support like I am now. So, for me and my family, I made the decision to go back to school and get my teaching degree. When I finish school I will be able to provide for my family and not have to depend on anyone else. My dream to finish school, and be on the deanââ¬â¢s list is near. I have two years left and I am enjoying every minute of it. I found that I love to teach the pre-k class more than anything.

Mad, Am I? From the beginning of the story ââ¬Å"The Tell-Tale Heartâ⬠by Edgar Allan Poe, the narrator claims that he is very nervous and sensitive, but not mad and insane. Throughout the whole story he tries to make the readers believe that he is not mad by comparing his actions with the actions of a mad man. He hated the old manââ¬â¢s eye and became obsessed with it, so he planned to kill the old man even though he loved the old man. He has ââ¬Å"the sense of hearing acuteâ⬠all the things from ââ¬Ëthe heavenââ¬â¢, ââ¬Ëthe earthââ¬â¢ and ââ¬Ëthe hellââ¬â¢ (Poe). This clearly shows that either he could be a psychotic killer or mentally diseased, even though his actions while killing were precise, pre-planned, and cunning. The more he is trying to prove he is not mad, the inconsistencies in his sayings show his killing for a small reason, and the confession at end of story prove him even more insane. In the first paragraph, he explains that he has been ââ¬Ëvery dreadfully nervousââ¬â¢ and he still is while telling the story, but again, he claims that he is going to say ââ¬Ëthe whole story calmly and with detail observationââ¬â¢(Poe). He indeed speaks a senseless thing as nobody could be calm and nervous at the same time. So, itââ¬â¢s just his ignorance of accepting the fact that he is mad. Belonging to Neither Cultureà Essay In The God of Small Things Arundhati Roy notifies the reader that her novel makes people upset because the way I see the world does not allow people to let themselves off the hook, it leaves little space for pleading innocence. And its uncomfortable to face the fact that all of us are complicit in whats going on-victims as well as perpetrators (Roy 330). The novel centers around the Ipe family and the main characters, Estha and Rahels grandaunt, Baby Kochamma. She is a persistent, manipulative, and bitter Indian woman who lives in a town in India called Ayemenem. Baby Kochamma is important to show Roys idea of being a victim of her Indian culture as well as perpetrator of the British culture. Baby Kochamma doesnt openly admit the fact that she is complicit about being caught between cultures but her actions reveal how she belong finds herself belonging to neither culture. Baby Kochamma has a double consciousness of being a victim of her Indian culture but also a perpetrator of gaining the British culture. This double consciousness Tyson defines as a consciousness or a way of perceiving the world that is divided between two antagonistic cultures (Tyson 421). Baby Kochammas Indian culture has her stuck between that and the British culture through falling in love with Father Mulligan, arrogantly talking about Shakespeares The Tempest, and ditching her garden for a television. She hopes these will allow her to become part of the British culture as well, but she often has the feeling of belonging to neither rather than both, and by the time she is thought to gain belongingness its too late in her life (Tyson 421). When Baby Kochamma is 18 years old she falls in love with Father Mulligan, an Irish priest but she does not gain his affection back. She figures that if she shows him how charitable she is, he will fall in love with her. She thinks of them together and that was all she wanted. All she ever dared to hope for. Just to be near him (25). Baby Kochamma longs for Father Mulligan to accept her love but because hes a priest, he cannot marry. Through her ongoing love for him she shows her double consciousness taking hold of her and leaving her stuck between wanting his culture and her own. Baby Kochamma forcibly baths a kid in the public well every Thursday so Father Mulligan will see how sweet and wonderful she is. When this does not work, her stubborn single-mindedness (25) causes her to pretend to be interesting in religion and enter a convent where she defied her fathers wishes and became a Roman Catholic She hoped somehow this would provide her with legitimate occasion to be with Father Mulligan (25). Though this seems like a foolproof plan, it does not actually work, and Baby Kochamma is miserable at the fact that Father Mulligan does not love her back. Baby Kochammas persistence of gaining a relationship with Father Mulligan is shut down and she eventually drops out of the convent forcing her to neither feel part of his culture or her own that she tries to stray from. Baby Kochamma continues to try to be part of the British culture by showing her knowledge of The Tempest, but she finds her double consciousness keeping her from neither culture again. When Margaret Kochamma, Baby Kochammas nephews ex-wife and her daughter Sophie Mol come to visit from England, Baby Kochamma tries to show off to Sophie Mol and Margaret her expertise on Shakespeares The Tempest. Rahel notices that Baby Kochamma starts speaking in a strange new British accent (137) along with trying to show off her knowledge of Shakespeare and all things British. Baby Kochamma tells Sophie Mol she was so beautiful that she reminded her of a wood-sprite. Of Ariel. (138). Later in Baby Kochammas life when she is 80 years old she is able to gain a feeling of being part of other cultures through the television. After her first rejection of trying to gain Father Mulligans culture, Baby Kochammas father comes to get her out of the convent and sends her to the University of Rochester in New York, where she gets a degree in Ornamental Gardening. Baby Kochamma has a passion for her garden: raised a fierce, bitter garden that people came all the way from Kottayam to see (26). She raises many different flowers like Rubrum and the Honneymoon, but the flower she loved the most was the anthurium, (27) which is natively from South America. Her garden has many plants from around the world, even a host of Japanese varieties, (27) and they demonstrate her desire of different cultures in which she hopes to be part of. After enduring more than half a century of relentless, pernickety attention, (27) Baby Kochamma now later in life, abandons her ornamental garden. Baby Kochamma has installed a dish antenna on her roof of her home in Ayemenem and presided over the world in her drawing room on satellite TV (27). This new way of living brought the impossible excitement that engendered in Baby Kochamma (27) out and she never looks back to her garden. She now feels a sense of belonging with other cultures because through the television she is able to watch blondes, wars, famines, football, sex, music, coups detat, (27) all at the same time. Baby Kochamma feels a connection to the western culture around her but its too late. There is no one in her life anymore for her to show off her new cultural identity. Rahel notices her beginning to wear makeup but her lipstick mouth had shifted slightly off her real mouth, (22) revealing its too late in life for her to change anything, especially to make cultural changes. Rahel then acknowledges Baby Kochamma is living her life backwards, (23) because wearing this make-up and watching television is something o thers usually begin their life with. If Baby Kochamma was able get through her double consciousness earlier in life when she wasnt alone she would have been living her life the way she wanted, not being struck between cultures. Baby Kochamma is left late in life with the luxury of her television and a sense of belonging to some part of a culture unlike earlier in life, in which her double consciousness frequently left her not belonging to her own culture or to the British culture. Although she is able to gain belonging, Baby Kochamma still finds herself as Tyson describes arrested in a psychological limbo (Tyson 421). This mental doubt is left because she is still uncertain about belonging to these cultures when there is no one in her life to experience it with. Baby Kochammas personality is intended to advise the reader how double consciousnesspersist in decolonized nations today (Tyson 422). She is a miserable character throughout the novel but is helpful in the novel to show how one can be a victim of their culture as well as a perpetrator of another, even in todays society.
